Public utility commissions were built to regulate natural monopolies. But today, electricity is increasingly competing with gas—pressuring outdated regulatory frameworks to evolve.

This invitation-only symposium brings together regulators, scholars, and practitioners to examine how state utility commissions can manage this growing competition, adapt institutional frameworks, and fulfill their statutory responsibilities.
