Spending and Safety Outcomes in U.S. Gas Distribution Systems
An Assessment of DIMP & PHMSA’s Call to Action
For 15 years, two 2011 policies — the federal DIMP rule and PHMSA's Call to Action — have shaped how the U.S. spends on gas distribution safety. This first comprehensive evaluation finds that spending has been significantly misallocated: capital costs are up 200% and delivery charges have nearly doubled, yet the data show no commensurate improvement in safety.
These outcomes stem from risk assessment, risk management, and regulatory incentives that are poorly aligned. The Future of Heat Initiative encourages state and federal regulators, operators, and other interested parties to take action.
